China's first overseas logistical base began operations on Tuesday, the same day as the 90th birthday of the Chinese People's Liberation Army.
8月1日，中国人民解放军迎来90华诞之际，我国首个海外保障基地开始投入使用。
➤中国人民解放军驻吉布提保障基地部队进驻营区仪式8月1日在基地营区举行，中国海军副司令员田中和吉布提国防部长巴赫敦等300余人参加了仪式。这标志着我国首个海外保障基地(overseas logistics base)建成和投入使用，将更好地履行起在亚丁湾、索马里海域(the Gulf of Aden and waters off Somalia)护航(escort)以及开展人道主义救援(humanitarian relief)等国际义务。
➤仪式于当地时间上午8时开始，伴随着雄壮的中华人民共和国国歌(national anthem)，鲜艳的国旗冉冉升起，高高飘扬在驻吉布提保障基地营区上空，参加仪式的官兵代表和中外嘉宾向国旗庄严敬礼。升旗仪式(flag-raising ceremony)后，举行了阅兵式(military parade)，乘海军舰艇刚刚抵达吉布提的基地部分官兵组成4个人员方队和1个装备方队(equipment formation)，同吉布提三军仪仗队(Djibouti's Three Services Honor Guard)一道，在营区广场整齐列队，接受检阅。
➤中国人民解放军驻吉布提保障基地于今年7月11日成立，位于吉布提共和国首都吉布提市，是我国唯一一个海外永久保障基地(China's only permanent overseas logistical base)。据《解放军报》报道，该基地能容纳近万人，但官方尚未公布驻守基地的人员数量(the number of personnel to be stationed at the base)。吉布提位于欧洲、亚洲和非洲的交界处(juncture of Europe, Asia and Africa)，又是海上航路的咽喉要道，战略位置(strategic location)极其重要。美国、法国和日本均在吉布提建立了基地，沙特阿拉伯即将就在吉布提境内建立基地与当地政府敲定协议。

A regulation on Sanjiangyuan National Park, the first of China's national park system, took effect on Tuesday, aimed at better protecting the headwaters of three rivers.
《三江源国家公园条例》8月1日起实施，以更好地保护三江源头。三江源国家公园是我国国家公园体制下的首个国家公园。
➤中国首份国家公园(national park)条例《三江源国家公园条例(试行)》本月起正式施行。该条例分总则(general provisions)、管理体制、规划建设(planning and construction)、资源保护(resources conservation)、利用管理、社会参与(public involvement)等八章内容，对三江源国家公园保护、建设、管理活动和法律责任等作了明确规定。
➤《条例》规定，禁止在三江源国家公园内采矿(mining)、砍伐(logging)、狩猎(hunting)、捕捞(fishing)、开垦(reclaiming)、采集泥炭(collect peat)、揭取草皮；擅自采石、挖沙、取土、取水；禁止擅自采集国家和省级重点保护野生植物(wild plants)，引进和投放外来物种(introduce and release alien species)，捡拾野生动物尸骨、鸟卵等。《条例》还对未经三江源国家公园管理机构批准，擅自进入园区开展科研(scientific research)、设置张贴广告(post adverts)、使用无人飞行器(unmanned aerial vehicle, drone)等行为制定了相应处罚措施。
➤三江源地区地处青藏高原腹地(hinterland of the Qinghai-Tibet Plateau)，是长江、黄河、澜沧江的发源地(home to the headwaters of the Yangtze, Yellow and Lancang rivers)，是我国淡水资源(freshwater resources)的重要补给地，也是高原生物多样性(biodiversity)最集中的地区。去年6月，我国首个国家公园体制试点(first pilot project of national park system)在这一区域启动，园区面积为12.31万平方公里，占三江源面积的31.16%。

More homes with joint property rights between the government and occupiers will come on the market in Beijing to bring down prices and meet the needs of local people without a home, the municipal government said Thursday.
北京市政府3日宣布，将向市场推出更多政府与居住者共有产权住房，以降低房价，满足北京无房人士的需要。
➤北京市住房城乡建设委会同市发展改革委、市财政局、市规划国土委联合起草的《北京市共有产权住房管理暂行办法》提出，共有产权住房(home with joint property rights)由政府与购房人按份共有产权(be jointly owned by the government and their buyers in proportion)，政府将其持有的部分产权的"使用权(the right of use)"让渡给首次购房人(first-time homebuyer)，进一步防止投机炒作(fend off speculation)，降低房屋出售价格，最大限度支持夹心层(sandwich class)首次购房需求。
➤《办法》指出：申购共有产权住房的人群及其家庭必须名下无房(have no homes under their names)；单身人士(single people)必须年满30周岁；一个家庭只能申购一套共有产权住房；在某区生活和工作的家庭在申购位于本区的新房时较其他区的申购者享有优先权(have priority)。购买共有产权住房满5年后，购房人可按市场价格转让所购房屋产权份额(sell their shares of the home based on market price)，但政府或政府指定的代理机构有回购的优先权(have a preemptive right to buy-back)。各区人民政府应根据共有产权住房需求等情况合理安排共有产权住房用地，其中，满足在本区工作的非北京市户籍家庭，即"新北京人(new Beijingers)"住房需求的房源应不少于30%。

Li Wenxing, who had applied for a position via Boss Zhipin, might have fallen victim to a fraudulent pyramid scheme disguised as an internet company, according to Chinese media reports.

➤针对李文星遇害一事，BOSS直聘首席执行官赵鹏3日发布声明称，其审核机制(review system)的漏洞源于公司在2015年初制定的策略。根据该策略：如果招聘者只发布一个职位(advertise one position)，且公司名称在国家企业信用数据库(national enterprise credit data bank)可以找到、职位没有明显问题，可以先发布。如果没有收到用户举报(no negative feedback was received from users)，就不强制审核。
➤赵鹏称，该策略是在当时用户少的情况下，为方便招聘者在该平台发布职位空缺(facilitate employers to publish job vacancies on the platform)而推出的，但"我们没能及时更新这个策略(fail to update the policy in a timely fashion)，是我们的问题。教训很惨痛(we've learned a painful lesson)"。赵鹏称，公司管理团队(management team)已经形成决策并且落实，把招聘者真实性审核放在首位(make the scrutiny of employers' authenticity a priority)。
➤BOSS直聘是一家成立于2014年的初创公司(startup)，2016年9月完成其最新一轮融资(conclude its latest round of fundraising)。其平台旨在打造一个让招聘者和求职者交流的快速通道(fast track)。用户可在其平台上与企业高管甚至是创始人进行一对一聊天(have one-on-one chats)。

➤然而，就在朋友圈被军装照刷屏(explode with such photos)时，另一种声音出现了。有人说该程序是一个旨在盗取个人信息的网络诈骗(internet fraud)方式，其服务器(server)位于加拿大。《人民日报》8月1日发布辟谣信息，称该程序是由《人民日报》客户端设计并开发(design and develop)、腾讯天天P图提供图像处理支持(provide image processing support)的新媒体产品，用户使用不会造成任何隐私信息泄露。
